EU research programme FP10: Parliament and Council take positions
The successor to Horizon Europe, known as FP10 (2028–2034), is taking shape. On 11 March the European Parliament voted by 523 to 46 for a standalone framework programme for research in the next EU budget, and asked for €200 billion, €25 billion more than the Commission proposed. Parliament is worried about the Commission’s plan to place much of the collaborative research funding in a new Competitiveness Fund, which could tie research too closely to industrial policy.
On 24 June the Council agreed a partial negotiating mandate, leaving the budget per pillar for the wider negotiations on the EU budget. The final regulation should be adopted before summer 2027, so that the programme can start on 1 January 2028. Science|Business FASI
